Quest dissapear on server restart, you can take them and complete them again for reward. It is intended? Tho most have some level limit as it seems higher levels cant them or they give much less XP reward.

Yes it is intended so people have other XP options to just grinding. There are level limits on all the quests as they are intended to help out with a certain level range. We may make the journal persistent at some point but there would need to be a LOT more quests to do for that to be the case.
