It would be wise to limit XP reward on bounties for levels .. lets say Goblin heads till lvl 5 Hobgoblins till 7 etc ... Steel reward qwould be unaffected .. this will prevent high level characters from getting quick free and totaly safe 500xp for farming kobold caves etc.
